Why does Devi Parvati consider as the daughter of Bengal in Bengali Culture?
The story behind a belief in Bengali Culture. This story is from Shiv Mahapuran and it can also be found in Agama scripture but with a little bit of variation in them. First, let me tell you the Katha from Siva Mahapuran...

Once after Siva got married to Devi Parvati they started their married life. They indulged in various domestic intimacies. And this way a few years passed. One day Devi Parvati thought to know about the "Brahmandayana" and she went to Mahadev. She insisted Mahadev to make her enlighten on this issue. Mahadev suggested Devi Parvati to wait for a while because she was not ready physically for this kind of core and immensely comprehensive wisdom. But Devi Parvati showed her "Strihut" or stubbornness of womanhood and forced Mahadev to describe this wisdom to her. After that, both of them moved to the cave of Amarnath.
So in the Cave of Amarnath, Mahadev started describing this Brahmandayana to her. But after a few times later Mahadev noticed that Devi Parvati fall asleep and this ignited the anger of Mahadev and he yelled at Devi and she got over from her state of ignorance with shock and then she heard that Mahadev pronounced the words of curse and dedicated that to her.
Mahadev said "Oh! Parvati you showed disrespect to this wisdom, your stubbornness leads you to this very point where I have to curse you else the World will also disrespect this wisdom because you are the figure of Jagadmatrika. And I curse you to take birth in a family of fisherman and learn from them the process of doing the concentration in any subject and object and then return to me and get this wisdom."
After this curse, Devi Parvati left Kailash and took birth in a fisherman family near the bank of Ganga in the region near the Gangasagar. And her fisherman father named her "Matsya Parvati".
This is the reason why in the Bengali culture people consider Devi Parvati as the daughter of Bengal. So this is a reincarnation of Devi Parvati as Matsaya Parvati. But don't consider it as an Avatar. It is not. So, in the form of Devi Parvati, she is the daughter of King Himavant and for that reason, She is also considered the daughter of Himachal Pradesh and in the form of Matsya Parvati, she is the daughter of Bengal.
Now the variation of this Katha...
This same Katha can be found in Agama scripture. But there Devi Parvati asked some questions related to Agamas and the perspectives of it about the Creation process. So it sounds different but it is not. Both Agamas and Siva Mahapuran have the same inquiry, it's just that the words are different.
The word "Brahmandayana" simply means "Everything that related to Brahman". The word has formed by joining two words. 1. "Brahman" and 2. "Dayana". Brahman means "Supreme and Absolute" and Dayana means "Associate with". So, the inquiry of Agamas is also included in this. Because when someone asked about Brahman then that person technically asked about Everything. I will describe this in detail when I will start describing Brahmasutras or Vedanta Sutras of Maharishi Bhagawan Krisna Dwaipayan Vedavyasa.
Now the rest of the Katha...
After a few times later when Matsya Parvati grew up as an adult then Mahadev came to her and marry her again and took her to Kailash. But all these incidents happened before the birth of the Kartikeya as per the Shiv Mahapurana.
